Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question as good. At this assessment the rating has remained as good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Governance, management and sustainability

The provider had governance systems and processes in place to maintain oversight of the service. While these were effective in many areas, some systems had not consistently identified and addressed issues relating to record keeping and oversight.

For example, we identified areas where existing audit processes had not recognised shortfalls relating to medicines management and repositioning records. Whilst the provider responded promptly and there was no evidence people had come to harm, improvements were required to strengthen quality assurance processes and ensure areas for improvement were consistently identified and addressed through existing oversight arrangements.

The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research.
