We carried out an announced comprehensive inspection at Orchard Surgery on 23 October 2018. The overall rating for the practice was inadequate and the practice was placed into special measures for a period of six months. A warning notice was served in relation to breaches identified under Regulation 17 Good governance. We carried out an announced comprehensive inspection at Orchard Surgery on 25 April 2019 to check on the areas identified in the warning notice and to assess whether the practice could come out of special measures.

We based our judgement of the quality of care at this service on a combination of:

  • what we found when we inspected,
  • information from our ongoing monitoring of data about services and
  • information from the provider, patients, the public and other organisations.

We have rated this practice as good overall and good for all population groups. (Previous rating 10/2018 – Inadequate).

We found that:

  • The practice provided care in a way that kept patients safe and protected them from avoidable harm.
  • Patients received effective care and treatment that met their needs.
  • Staff dealt with patients with kindness and respect and involved them in decisions about their care.
  • The practice organised and delivered services to meet patients’ needs.
  • The practice had established clear responsibilities, roles and systems of accountability to support good governance and management.

Whilst we found no breaches of regulations, the provider should:

  • Review systems for the dissemination and follow up of results from infection prevention and control checks and audits.
  • Review systems for the monitoring and security of blank prescriptions.
  • Complete a risk assessment to determine the range of emergency medicines held at the practice.
  • Establish an effective system to share key information with staff members, in particular following a period of staff absence.

I am taking this service out of special measures. This recognises the significant improvements made to the quality of care provided by the service.
