Well-led

Not all regulations met

10 September 2026

We found this practice was not providing well-led care in accordance with the relevant regulations and had taken into consideration appropriate guidance.

This resulted in a breach of Regulation 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.

We will be following up on our concerns to ensure the provider has made the required improvements.

Governance, management and sustainability

Not all regulations met

The provider was not providing well led services.

We found improvements were required in relation to risk management systems for monitoring and mitigating the various risks arising from the carrying on of the regulated activities, and to systems and processes to support good governance, staff training, staff recruitment checks, and for oversight of staff with extended duties.

The practice had a governance system that included policies and procedures, which were accessible to staff and were reviewed on a regular basis. However, systems and processes in place did not function sufficiently well to enable full compliance with regulations. At the time of this inspection, we were shown documents giving assurance that dates for remedial works identified in October 2025 on the electrical installation at the practice, had been scheduled for completion in August 2026. Dates for completion of works identified in the fire risk assessment of August 2025 had not been set.

Staff were aware of the importance of protecting patients’ personal information. Staff password protected patients’ electronic care records, and paper records were stored securely and complied with General Data Protection Regulations.

The practice had systems and processes for learning, quality assurance and continuous improvement. This included undertaking audits according to recognised guidance. These systems were not fully effective. Audits on prescribing had not identified these did not include all prescribing clinicians at the practice. Audit of patient dental records did not identify failure to consistently perform and record basic periodontal examinations for patients under 18 and provide a written diagnoses in patient records.

Concerns and complaints were responded to appropriately, and outcomes were discussed to share learning and for improvement.

Staff had systems of accountability to support good governance, but areas of oversight that where managed at a corporate level were not working as they should, and the findings of this inspection support this. The areas of governance that we found to be ineffective, were also present in other BUPA practices which have recently been inspected by CQC. Our analysis of inspections carried out showed common themes in each of these practices. We have presented our findings to the provider in order for them to consider how corporate level oversight of their large portfolio of primary dental care practices must improve to meet regulatory requirements.

Staff feedback was obtained through meetings and discussions. They were encouraged to offer suggestions for improvements to the service.

The practice gathered feedback from patients and responded accordingly.
