During an inspection looking at part of the service

We spoke with four people who used the service during our inspection. They told us they received good quality care from the provider. One person told us, "This is the best place for me". We reviewed a sample of care records, six in total, and found that

each contained an assessment of people's needs and a plan as to how to meet those needs.

The provider had a safeguarding policy and procedure in place, which was available in an easy to read format for people. Staff were able to explain what the reporting processes were and were aware of the contact details of the local authority safeguarding adults' team.

Medicines were managed and recorded appropriately. Staff had undertaken training in the administration of medication. People were assessed by the local GP, prior to medication being prescribed.

Staff were supported by the provider with training, supervision, team meetings and annual appraisals.The provider had in use quality assurance tools for assessing and monitoring the quality of service provision.

During a routine inspection

People who use the service told us that they felt safe in the house and that they liked the personalised approach. People who use the service had contributed to their individual care plan and held a copy. People who use the service met with staff at least weekly and were invited to voice their opinions about the service. People felt supported in managing their cooking, cleaning and laundry and they were encouraged to maintain their independence.

Whilst there were some procedures in place to manage foreseeable emergencies, and staff were able to describe their individual responsibilities, we had concerns about the provider ordered and monitored emergency medicines and equipment.

The provider had some safeguarding measures in place for vulnerable adults. However, we had concerns that there were no measures in place for the protection of children of the vulnerable adults who used the service. The provider was not able to demonstrate how they worked with other services, teams, individuals and agencies in relation to safeguarding matters as they have not yet had any safeguarding concerns.

We had concerns about the management of medicines. Medicines were not always prescribed or handled safely, securely and appropriately.

There was no evidence of any formal quality assurance or governance reporting systems in place, or that learning from incidents / investigations took place and appropriate changes were implemented.
