During an inspection looking at part of the service

At our last inspection on 8 April 2013 we found that information held by the service was not always easily retrievable in the care files of people who used the service or in staff's personal files. Following our visit to the service in April 2013 the provider supplied us with a plan of actions they were going to take to ensure that records improved. On 30 September 2013 we selected and looked at nine care records for people who used the service and nine staff personnel files and found significant improvement. We also looked at the service's copies of notifications advising us of safeguarding concerns and found that these matched what we had received.

People's personal care records were accurate and fit for purpose. Staff records and other records relevant to the management of the services were accurate and fit for purpose.

During a routine inspection

Yardley & Hodge Hill Home Care Service provided short term enablement care. People were being helped on a time limited basis to regain skills and abilities to become as independent as they could. People that required long term support with personal care were being assisted to get services from other providers.

People's needs were assessed before they received a service. Information about people's needs and support required was available to care staff before they provided assistance. This helped to keep people safe.

We spoke with seven people or their relatives about the service. Although some people thought that they received care and support from too many different care staff they were still content with the service they receiving and felt that staff were knowledgeable and competent. Amongst their comments were: "The care staff are sociable and very nice," "They are excellent... we get the service as it has been agreed...they are flexible and will change the time for my relative to get to hospital appointments," "They are knowledgeable," and "They will always ask if I need help doing anything else."

Care staff had appropriate checks, supervision, training and support whilst providing a service and this helped to keep people safe. The provider had appropriate systems in place to ensure that the quality of the service could be measured.

Detailed information about people's care was not always easy to retrieve although information was stored securely.
