During a check to make sure that the improvements required had been made

Following our inspection in August 2013 the provider sent us an action plan that told us about the improvements they intended to make to achieve and maintain compliance with safeguarding people who use services from abuse and their management of medicines. The provider told us that they expected to be compliant with both outcomes by 31 November 2013. Having considered their action plan we asked for further information or evidence to provide us with assurance that the planned actions had been completed. This was submitted in December 2013 and enabled us to determine that planned improvements had been made.

During a themed inspection looking at Offender Healthcare

Integrated Clinical Services Limited (ICS) provided primary physical and mental healthcare services to people living at three prisons in Norfolk, including HMP Wayland. Some other healthcare services were contracted by ICS from other providers. However, the services worked seamlessly to provide care and treatment to people.

Most people had access to primary care services that met their needs and were comparable to those delivered in GP practices. However, some people told us that they had to wait a long time to see the dentist. Healthcare staff worked closely with prison staff to meet the needs of people living with physical disabilities. People we spoke with said that they felt well informed about their treatment and that staff always confirmed that they gave consent for any healthcare interventions.

The provider had made arrangements to identify and manage concerns about the protection of vulnerable children and adults. However these arrangements were not fully implemented at the time of our inspection. This meant that we could not assess their effectiveness.

People's prescribed medicines were supplied, stored and given to them safely However, we identified some risks associated with the management of medicines that were not being well controlled.

Staff received effective support, training and supervision to enable them to undertake their role properly. They also had opportunities to raise any concerns they may have about the way people received care.
