During an inspection looking at part of the service

At our previous inspection in April 2013 we identified some concerns in relation to the planning and delivery of care. People had reported they were not provided with support from regular carers. At this inspection we found most people were provided with a regular team of carers who were aware of people's support needs.

We telephoned thirty five people who were supported by the agency, or their relatives. Most people told us they were satisfied with the support provided. Their comments included, 'At the moment I am very satisfied. I have regulars that know me well' and 'All of my carers are very nice. I've no worries at all.'

At our previous inspection we identified some concerns relating to the provision of appropriate training and support to enable staff to deliver care to an appropriate standard. At this inspection we found training, supervision and appraisal was provided to staff to ensure they could deliver care safely.

At our previous inspection we identified some concerns in relation to the assessment and monitoring of the service to protect people against risks. At this inspection we found a clear system to audit and monitor the delivery of care was in place to promote people's safety.

At our previous inspection we identified some concerns in relation to records containing a lack of review. At this inspection we found records were up to date and contained relevant information to promote people's welfare and reduce risk.

During a routine inspection

People told us that they were treated with dignity and respect and that their opinions were sought so that they were involved in decisions and that they had choice.

We received mixed messages regarding the quality of the care people had received. Some people and relatives made positive comments about the staff that regularly supported them or their family member. We found that some people had experienced a lack of continuity of care to meet their individual needs because people had not received support from regular care staff. The service was non compliant with this outcome area.

We found that staff were not properly supported to provide care and treatment to people who used the service. The service was non compliant with this outcome area

Staff were clear about what their roles and responsibilities were and what action they would take if they saw or suspected any abuse.

There were not appropriate quality monitoring systems in place. The service was non compliant with this outcome area.

People were not protected from the risks of unsafe or inappropriate care because accurate and appropriate records were not maintained. The service was non compliant with this outcome area.

In this report the name of a registered manager appears who was not in post and not managing the regulatory activities at this location at the time of the inspection. Their names appears because they were still a registered manager on our register at the time.
