Well-led – this means we looked for evidence that leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.

At our last inspection this key question was rated good. At this inspection the rating has remained the same. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

At the last inspection the provider was in breach of regulation in relation to governance. We saw during this inspection improvements had been made and the provider was no longer in breach of regulation.

Shared direction and culture

Score: 2

The provider did not always ensure people’s needs were met in a timely way, and there were still some concerns around food which had been raised on the last inspection. While we acknowledge some minor improvements were needed at the home, the provider had clearly worked since our last inspection to ensure compliance with the regulations.

Capable, compassionate and inclusive leaders

Score: 3

The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty. The registered manager and provider were accepting of our feedback and ensured reassurance were given following day 1 of our inspection. The registered manager and provider worked closely together and had already identified some of the areas for improvement themselves.

Freedom to speak up

Score: 3

The provider fostered a positive culture where people felt they could speak up and their voice would be heard. Staff and people at the home said they felt the registered manager did encourage them to speak up. Staff told us “[The manager] listens, he is fair.” Also, “Yes, it is important for the residents that we speak up when needed.” Another staff member said, “It is a pleasant environment for residents."

Workforce equality, diversity and inclusion

The provider valued diversity in their workforce. They worked towards an inclusive and fair culture by improving equality and equity for people who worked for them. Staff we spoke with said they felt included and part of the team. One staff member said, “The best thing here is the residents and the teamwork."

Governance, management and sustainability

Score: 2

The provider had clear responsibilities, roles, systems of accountability and good governance, however some more checks needed to be implemented to ensure feedback was acted upon in a more timely manner. While the provider did use their existing and improved governance systems to manage and deliver good quality, sustainable care, treatment and support, there was some minor gaps in auding systems. For example, the issues with the environment, IPC and some minor details in care plans could have been acted upon before our inspection. We did see, however, a recent audit had highlighted some of these concerns. The registered manager was aware of their responsibility to report all notifiable incidents to the CQC.

Partnerships and communities

The provider understood their duty to collaborate and work in partnership, so services worked seamlessly for people. They shared information and learning with partners and collaborated for improvement. We saw safeguarding recommendations had been acted upon and all appropriate referrals to safeguarding had been made.

Learning, improvement and innovation

Score: 3

The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research. The provider and registered manager responded quickly to our feedback and were keen to ensure things were put right for people straight away. We saw evidence in team meeting minutes where learning opportunities were discussed with staff.
