During a routine inspection

We saw that staff understood how people in the home communicated their wishes. Files also provided information about this. We saw decision making being enabled by staff, although people in the home were unable to tell us about this themselves. 'Best interests' meetings had taken place in some cases to support decision making. Care plans included consultation with external healthcare specialists and provided information on individual's lifestyles and preferences. Access to activities and community access had improved.

A range of concerns had been raised relating to safeguarding and staff practice, which had been fully investigated and acted upon. Three staff had received recent safeguarding training. Two were booked to attend in October and one had last attended an update in 2011. The permanent and agency staff we spoke with understood their responsibilities under safeguarding.

Staff recruitment checks were appropriately recorded and staff received an induction when they started work. The provider was actively recruiting to increase the number of permanent staff. We found gaps in staff training. Issues within the staff team and between team members had affected the quality of support provided to people in the home. Action had been taken to address these issues.

The provider had a range of management monitoring systems and some systems to obtain feedback about the service quality. Systems for obtaining feedback specific to this service had not been very effective.
