During a routine inspection

This was a planned inspection. We also followed up on concerns from our inspection on 5 March 2013. During our previous inspection we had concerns because the provider did not have effective procedures in place to confirm staff identity or whether background checks had been completed on each member of staff. On 28 May 2013 we found that the home had made improvements.

We spoke with two of the three people who lived at Phoenix Lodge and two care workers. The third person was staying with relatives.

The people who lived at Phoenix Lodge were positive about the quality of their lives at the home. People had clear assessments of their needs and plans and strategies were in place to meet them.

We saw that staff interacted with people in a relaxed, friendly and respectful manner. Staff worked at the pace of each individual and encouraged their independence.

We found that systems in place at Phoenix Lodge protected people from the risks of inadequate nutrition and dehydration.

We found evidence that background checks had been completed and that staff identities had been confirmed. We saw that a complaints system was in place.

During a routine inspection

We spoke with each of the four people who lived at Phoenix Lodge and two visiting relatives. We also spoke with four staff. We saw that people were given choices to carry out activities, or to go out with the support of staff.

People were given choices which helped them to develop social skills and independent living. People had clear assessments of their goals and aspirations and plans were in place to meet them. These plans were reviewed regularly.

Staff worked at the pace of each individual and encouraged their independence. People had made friendships within the home and had access to social activities. One person went out to do voluntary work locally.

Staff were skilled and experienced and had worked at the home for many years. Staff had received training in safeguarding vulnerable adults and recognising abuse and knew how to report any concerns.

We looked at staff recruitment files and found that some information was missing. This included photographic proof of identity for some staff. We found that quality assurance systems were in place to monitor and assess the quality of care.
