During a routine inspection

The service had appropriate arrangements in place for administration of medication. Staff members received relevant training and demonstrated good understanding of the procedures. One person we spoke with told us: 'I have no problems with how my medication is given to me.'

We found staff received appropriate professional development. Staff supervision meetings were held regularly. One staff member told us: 'I have one meeting booked for next week with my new manager. There was no management when I started but now I am getting regular supervision'. Observation of staff practices were used to evaluate and improve the care, treatment and support people received.

We found the service had a robust reporting system in place to identify, assess and manage the welfare and safety of people who used the service. Monthly audits were undertaken and identified actions were put in place to address any concerns. People gave mixed views about the service. We found there was no improvement plan from an organisational level that responded to this.

During a routine inspection

The people who used the service were provided with support to live as independently as possible. We asked staff at Orchard and Shipman for contact details of a sample of people who used the service and we were able to carry out telephone interviews with four of them.

One person told us 'he had no problems with staff, they were upfront and honest." Another person told us the staff 'were brilliant and did everything to help me survive." One person told us the staff were 'all-right.'

People's privacy and dignity was supported by the actions of staff during the undertaking of support and care activities. People we spoke to confirmed they felt safe in the care of Orchard and Shipman's staff. People were protected from abuse. We observed that staff were properly trained but not adequately supported.

We saw that robust measures to assess and monitor the service were not in place.
