During an inspection looking at part of the service

We did not speak to people who use the service on this occasion. The purpose of our visit was to check that the provider was operating an effective recruitment procedure. On our last inspection on 15th and 19th October 2012 we found that the provider did not have a effective recruitment procedure in place although a compliance action had been made in relation to this regulation. We issued a warning notice.

During an inspection looking at part of the service

People who use the service had a care plan which stated the care and treatment they received. Emergency procedures were in place for staff in the case of untoward events. The provider had ensured a protection of vulnerable adults procedure was in place.

Staff had received moving and handling training and refresher training in policies and procedures.

The provider was not operating an effective recruitment procedure to ensure people were protected from poor care and treatment. Where areas of non-compliance have been identified during inspection they are being followed up and we will report on any action when it is complete

During a routine inspection

The agency will work with older and younger adults, children, people who have dementia and people who have a physical disability.

At the time of the inspection the agency was providing a service to three adults only. The staff group comprised of the registered manager and five care staff.

During our inspection we did not speak to the people using the service but we received feedback from people's families.

We spoke to the relative of one person who said that the same regular care worker visited the person. They told us that a file was kept in the home, and the care worker made notes in this file after each visit. The relative said the care 'is good' and commented that time keeping was good.

During our inspection we found that people's individual care needs were not appropriately recorded. We also found that staff had not been suitably recruited, trained or assessed as competent to meet people's needs. We found that robust procedures were not in place for protecting vulnerable adults and dealing with emergencies.
