During a routine inspection

At the time of this inspection the provider was providing care to one person in their home. This person was unable to speak with us but we spoke with their partner who provided evidence for the inspection. We were told that they were happy with the service they received. They told us that they provided the care during the hours that had been agreed and the person we spoke with was involved in guiding staff on how they wanted them to provide care.

We looked at how the provider obtained consent, how care was provided, what systems were in place to recognise and deal with any safeguarding issues, the levels of staffing and what quality assurance systems were in place to ensure the provider was providing a high quality service. We found that the provider did not have adequate systems in place to monitor the quality of the service provision.

During a routine inspection

At the time of our inspection the provider was only delivering care to one person. We made attempts to speak to this person and their relative however the opportunity to talk to the Care Quality Commission was declined. During our inspection we found concerns with peoples care plans and arrangements for dealing with medical emergencies.
