During a routine inspection

At the time of inspection we found no one had received respite care in the last year. The manager told us they no longer offered this service and planned to de-register. We also found that the service was not providing personal care to anyone. The manager was also considering deregistering this activity.

We spoke to people who used the service as a day care provision. These people did not receive personal care. One person said 'They have helped me and bent over backwards. Another person said 'The staff are brilliant with the clients." We found the staff routinely asked for consent from the people before they offered any care.

We spoke with staff who delivered services at the time of the inspection, and who may have been required to deliver person care if anyone needed it. They were clear they knew the people they cared for, their needs and how these should be met.

We saw that records were not correctly stored to protect people's privacy.

We found the manager had not carried out sufficient checks on staff to make sure they were of good character and were suitably qualified, skilled and experienced.

During a routine inspection

We found Eden View to be a former detached dwelling house set in its own grounds, located on the outskirts of the village of Chilton. The provider operated a day care service and managed the provision of care for eight people in their own homes from part of the ground floor of the building. The remainder was set aside for people who used the accommodation for emergency or respite care.

We spoke with one person who had used the service. He had stayed at Eden View for a period of one week. He said 'It was really nice; I enjoyed it.'

We spoke with the relative of one person who had used the service at their own home. They said 'They've been absolutely brilliant.'

People who used the service were protected from the risk of abuse, because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening.

We saw staff received adequate training and development and were supported to enable them to deliver care to service users safely and to an appropriate standard.

We found risk assessments had not been put in place in respect of the people who used the service at Eden View or for its environment.

We found care plans did not contain sufficient information to ensure people were protected against the risks of receiving inappropriate care.
