During an inspection looking at part of the service

This was a follow-up inspection to check whether improvements identified at our previous inspection of February/March 2013, had been made. On the day of this follow-up inspection, there was no surgery being held by Eyecare Medical Ltd at the premises of Ashfields Primary Medical Centre. To check that improvements had been implemented, we checked the treatment areas and systems in place to identify and manage risks. We looked at records in relation to cleaning and infection control and staff records. We spoke with the Practice Manager about how systems were maintained when Eyecare Medical Ltd were not using the treatment facilities at Ashfields Primary Medical Centre.

During a routine inspection

We spoke with a number of patients when we visited Eye Care Medical Ltd at Ashfields Primary Care Centre. All without exception praised the service, the staff and standard of treatment provided.

People told us that they were treated with respect and were always involved in making decisions about their care and support. One person said 'I'm not buttering you up, the truth is this is an excellent service. They make me feel involved, they explain things to me in a language I can understand and talk to me as person, not just another patient.' Another person said 'they are brilliant, the staff are kindness and politeness itself and they always treat me with respect, it is an excellent service. Following treatment my eyesight is almost back to normal'.

Patients were asked about their medical history and we saw individualised clinical notes detailing assessment, risk assessment, examination and treatment planning. Patients told us they were given information about treatment options so they could make informed decisions about their treatment and care.

Staff told us they had received training in dealing with medical emergencies and we saw evidence of training that staff had attended.

We found that the provider needed to improve the services staff recruitment and quality monitoring processes to protect patients from unforeseen hazards or receiving unsafe or inappropriate treatment and care.
