Our view of the service
Date of assessment: 20 August 2026 to 3 September 2026. Aspire Care Services Ltd is a care at home service, providing support to adults under 65 years, adults over 65 years, people living with dementia and physical disabilities. Support is also provided to people living with eating disorders, learning disabilities, mental health conditions, sensory impairments and substance misuse problems. At the time of the assessment 92 people were using the care at home service.
At this assessment, the service has been rated good.
The assessment was carried out by 1 inspector and 2 Experts by Experience. An Expert by Experience is a person who has personal experience of using or caring for someone who uses this type of service.
We have assessed the service against 'right support, right care, right culture’ guidance to make judgements whether the provider guaranteed people with a learning disability or autistic people, respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.At the time of the assessment, no one using the care at home service was living with a learning disability.
The service had enough staff employed to keep people safe. Pre-employment checks were carried out to ensure recruitment was safe. Staff had received an induction at the beginning of their employment. They received relevant training throughout their employment to enable them to continue to support people safely.
Staff understood how to treat people with kindness and respect. They supported people to make choices about how their care was delivered. One staff member told us, “I treat people with dignity, care and kindness by listening to them and respecting their choices, beliefs and preferences.”
Staff told us they were well supported by the management team. There were regular team meetings where staff received updates on the service, compliance issues and quality improvements.
The service used an Electronic Call Monitoring (ECM) system to support effective oversight of care delivery. We reviewed ECM data for August 2026 and found the system was operating effectively. Records showed care visits were completed as scheduled, with staff arriving on time and remaining for the planned duration of each visit. This helped to provide assurance that people received their care and support as intended.
Managers worked well with external partners to ensure people received the relevant care and support they needed.
At this assessment, we identified some concerns regarding the robustness of environmental risk assessments. We raised our concerns with the registered manager, who told us this would be looked into for improvement. Despite this, the registered manager demonstrated good oversight of the service. Regular audits and reviews were completed, which helped to identify areas for improvement and supported the delivery of a consistently good standard of care.
The service was previously in breach of the legal regulations in relation to delivering safe care and good governance. Improvements were found at this assessment, and the service was no longer in breach of this regulation.
Since the last inspection, the registered manager worked closely with the local authority and health and social care professionals to make improvements to the service. All aspects of the service were reviewed and amended to ensure a good quality of care was delivered to people using it.
People's experience of this service
We received mixed feedback from people and their relatives in relation to the care and support they received from Aspire Care Services Ltd. Some people told us staff would attend their care visits late but did not think this was the fault of the staff. One person said, “[Staff] can be late sometimes, but [that is] due to tight schedules. When [they] do get here, [they] do a good job. I’m surprised at getting the same [staff] 7 days a week. I would rate the quality of care 10 out of 10. [Staff are] very quick and efficient.”
Some people told us there could be an issue with communication, due to English not being the first language of some staff. Despite this, people spoke highly of staff. They told us they thought staff were well trained, they were caring, and they felt safe with the support staff provided. One person said, “There are no training issues with the [staff]. They come across very professional and competent. I have a good track record with the [staff] over the years I have used [Aspire Care Services Ltd]. The [staff] have a very high standard of hygiene."
