During a routine inspection

We spoke with ten people who used this service and five family members/main carers to seek their views about this agency. They told us "staff very good", "they respect me I respect them", "very respectful excellent staff I would recommend them". We found care staff arrived at the times they were expected. If a care worker was going to be late people told us they were informed by either the care worker or someone from the office. People were confident they were involved in their care, and their privacy, dignity and independence were respected.

We found care staff referred to people's care plans and involved people in their care. They contacted health and social care services when this was needed, including calling for emergency assistance. This meant people received care and support that met their needs.

We found staff were competent and properly supported to provide care to people using this service. This meant people received effective, safe and appropriate care that met their needs.

We found people benefited from safe, quality care and support because there were effective systems in place to monitor and manage risks to people's health, welfare and safety.

We found people's feedback was considered and action was taken to change practice and make improvements to the quality of the service people received from the agency.

During a routine inspection

We brought forward our scheduled inspection because of concerns received relating to the late and/non-arrival of care workers at peoples homes.

We spoke to people who used the agency, comments included, 'they're kind', 'most of them are patient', 'very respectful' and 'I've got the utmost admiration'. However, people told us at times staff arrived late and the staff and/ or agency did not always inform them that care workers were running late.

Staff told us their frustrations of the lack of travelling time, which caused them at times to 'rush people'.

Overall we found people's needs were assessed, however, care and treatment was not always planned and delivered in line with their individual care plan.

People who used the service were protected from the risk of abuse, because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening.

We found appropriate checks were undertaken before staff began work; however, people were not always cared for by staff who were supported to deliver care and treatment safely and to an appropriate standard.

People who used the service, their representatives and staff were asked for their views about their care and treatment and were acted on. However, the provider did not have a system in place to identify, assess and manage risks to the health, safety and welfare of people who use the service and others.

We found there was an effective complaints system available.
