During an inspection looking at part of the service

At our last inspection on 23 September 2013, we made two compliance actions in relation to the support people received from staff, and how records were maintained. We inspected this service to review how the provider had made improvements to demonstrate they were providing safe care.

We found that suitable and sufficient improvements had been made where we had identified concerns. We saw the provider had put right what was required. This meant the home could demonstrate outcomes for people using the service had improved.

During a routine inspection

We saw that people looked relaxed and comfortable in their home. The staff interacted with people in a positive, sensitive, and respectful manner whilst providing support.

People said they were involved in making decisions about their care and their views were taken into account.

People were able to develop skills needed to live independently. Some people knew how to keep safe in the home and the community. People said they felt safe in the home and would talk to the staff if they were worried.

People had allocated one to one hours but these were not always provided as contractually agreed. People spoke positively about the staff and the support they provided but one person told us, 'Sometimes I'd like to go out, and there is not always staff available, especially if we need to drive somewhere.'

Clear information was provided on how people wanted to be supported and receive care within the care records. Other records relating to the management of the service was not always up to date or available.

During a routine inspection

People using the service told us they were supported to live independently and were encouraged to have different life experiences. People said they went to college to improve on their formal education including literature and computers. People were supported to work in the community and follow a career path.

People chose what activities to complete each day. People told us they enjoyed doing different sports including football, ice skating, basket ball and crafts and meeting up with friends.

We saw there were photographs displayed around the home of activities and events including photographs of where people had been featured in local press articles. People told us this was for work supporting children with sport and for raising a large amount of money for charity by making bag charms.

We asked people what they wanted to say about the service within our report and they told us, 'The house has a really good atmosphere. The staff are really kind and helpful. No matter what mood you're in, they always come and chat to you, no matter what they're doing.'

We saw that staff responded positively to people and supported them to retain their independence. Staff told us that their role was to enable people to do things for themselves and work towards gaining independence.

People were involved with how the service was managed and were given opportunities to comment about the development of the service. People told us they could talk to all the staff and senior managers and said, 'The staff always ask what we want, and they listen. All the staff here help me and I love it here.'
