During a routine inspection

People were provided with information about the service and involved in making decisions about the care and support they wanted. Comments made to us included 'I told the manager what we wanted when we sat down at the beginning and she's provided that' and 'Yes, I had to sign all the forms.'

Arrangements were in place to assess and plan the care people needed and people were happy with their care. People told us that they received a reliable and consistent service. Comments made to us included 'Ten out of ten for service' and 'Very, very reliable.'

The service had systems in place to assist people with medication if they needed this service. Staff had received medication training to help them provide this support to people safely.

Arrangements were in place to ensure that sufficient staff were available to provide the care and support that had been agreed. Comments made to us included 'They (the staff) have plenty of time' and 'If they are going to be late they always ring so we know exactly what is happening.'

The service had systems in place to gather people's views, monitor the quality of the service and make improvements to the way things were done. People felt that the service's staff and management were approachable and listened to their views.

During an inspection looking at part of the service

This was a follow up review, to make sure that the improvements we asked for at our last site visit had been made. The provider's had sent us an action plan, telling us how they were going to make these improvements.

People who used the service told us that it was reliable and that they were happy with the care they received. They confirmed that they usually had a main carer, or a small number of carers, who provided the majority of their care. Comments made to us by people who used the service included "No problems with them at all, they do me well" and "Very reliable".

Staff confirmed that they now received individual support sessions from senior staff and attended regular team meetings. Staff said that they felt supported and told us that improvements had been made to the way staff rotas and care work was organised. This had helped to improve the reliability and consistency of the service.

The provider's were able to show us evidence of the improvements they had made. For example: Timesheets confirmed that people were experiencing consistency in visit times and the care staff who visited them. Monitoring systems were in place to ensure that people received the correct visits and care. Staff support records confirmed that staff performance was being monitored regularly.

During a routine inspection

People told us that they were treated with respect by their care staff, with comments including,'they are polite, really good girls who come' and 'they have a really good attitude'. The majority of people told us that staff provided the care that had been agreed and were very reliable. Such comments included 'really marvellous', 'I think they are very good and pretty versatile' and 'they always ask if they can do anything else for me'. However, some people felt that the care provided wasn't always consistent, with some staff not doing what had been agreed or too many different staff visiting people. Some people told us that they had experienced occasions when staff had not turned up for calls or had been late without warning. The provider confirmed that there have been some staff coordination problems, but were able to tell us how things were being improved.

We looked at five people's care records and saw that each person had received an assessment of their needs and had care plans in place, describing their needs. However, we found some inconsistency in how well people's records had been completed.

Staff had attended regular staff meetings and were provided with training to help them do their jobs. Staff also told us that they felt well supported by the providers. However, we found that there was currently no system for providing regular, formal supervision to the care staff or for checking on the quality of their work.
