During an inspection looking at part of the service

We visited 54 Brookvale Road to check that improvements had been made since our last visit in December 2013, when we found the service non-compliant in three of the areas we looked at. These concerned the care and welfare of people using the service, the support given to staff and the service's effectiveness in monitoring the quality of its work.

We looked at a sample of care records as well as records used to audit and monitor the quality of the service. We spoke with the manager and a member of staff at the home, observed interactions and spoke with people using the service.

We saw that care plans were up to date and guided and reflected good care. Staff told us they were receiving good support and guidance. We saw that quality monitoring was now taking place far more effectively than previously. A staff member told us they felt well supported. They said 'It's much better now.'

A person using the service told us 'Staff are really good and help me.'

During a routine inspection

We last visited this service in November 2012 when we judged it complaint with all the outcomes we looked at. Since then there had been two safeguarding referrals. These raised concerns in connection with medication and reporting of incidents. The manager was dismissed subsequent to these and a new manager recently put in place but had not yet been registered as manager.

When we arrived the peripatetic manager was conducting a medications audit with a newly appointed team leader.

We met with the people who lived at the home and staff who supported them. Two people who lived at the home had limited verbal communication and did not wish to communicate with us. They appeared comfortable and relaxed in the home.

One person was happy to talk and told us what they liked about the home. They also told us how they had raised some concerns and how these had been acted upon. This person told us 'The home is lovely, a friendly house, it blends in with the rest of the street.'

We found that some care records were not clear enough to properly guide and reflect good care. Staff had not been receiving guidance and support in recent months. Quality issues had either not been noted or acted upon effectively. We found that, after recent concerns, people were safeguarded against the risk of abuse and that medicines were administered safely.

During a routine inspection

We visited the home without letting anyone know in advance. There were two staff and the two people who lived there at the home during our visit. One person who lived there checked who we were and let us in. They then got a member of staff to make us a cup of tea while they gave us a tour of the home. They told us they were 'happy with my life at the moment and with help from the staff'. They said 'the home has helped me' and told us 'it's a lovely home'. They told us they had lived at the home for many years and that they knew and liked all the staff.

The other person who lived at the home did not speak but smiled a lot and showed interest in our visit.

Both people who lived at the home interacted positively with the staff and appeared very comfortable and relaxed in their home. The home was clean and tidy and well-maintained.
