During a routine inspection

This was an announced inspection carried out on the 8 August 2016. At the last inspection in July 2013 we found the provider met the regulations we looked at.

Local Care Force provides services to meet the needs of individuals who live in their own homes and need support or care.

There was a registered manager in post. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act and associated Regulations about how the service is run.

The person currently using the service told us they were happy with the support they received from the service and were treated well. They told us they felt safe with the staff and the care they were provided with. Staff understood how to keep people safe and told us any potential risks were identified. We found there were systems in place to protect people from the risk of harm and appropriate recruitment procedures were in place.

The provider had policies and procedures relating to the safe administration of medication in people’s own home which gave guidance to staff on their roles and responsibilities. Nutritional and health care needs were met.

There were policies and procedures in place in relation to the Mental Capacity Act 2005 (MCA) and staff showed they understood how to ensure their practice was in line with the MCA.

Care and support was provided by appropriately trained staff. Staff received support to help them understand how to deliver good care.

Systems were in place to monitor the quality and safety of service provision and we found there were appropriate systems in place for the management of complaints.

During a routine inspection

We spoke with seven people who used the service and four members of staff. Most people told us they were happy with the service provided. They said staff usually arrived on time and if they were going to be late the office would let them know. One person who used the service said, "They always ask me before they do anything, I am given choices." Another person said "They are all good ladies and they help me." and "They always let me know who's coming, I am very satisfied."

We were told staff have plenty of protective equipment to enable them to do their job in a safe and hygienic way.

We saw there were enough qualified staff to meet the needs of people. There were effective systems in place to monitor the quality of the service provided and if shortfalls were found they were acted upon.

During a routine inspection

We spoke with three people who used the service. People told us they were happy with the care provided and were involved with their care and support needs. Everyone we spoke with told us their dignity was respected and confidentiality was always maintained. All three people told us that staff encouraged them to be as independent as possible.

We spoke with three relatives who told us they had been involved in the development of their relative's care and care plan. They also told us they were able to make changes and contribute to their relative's care if they wished. They told us their relative's dignity was respected and independence was routinely encouraged.

People who used the service told us they were happy with the service and care and they were well looked after. Everyone we spoke with said they were getting the same care worker for each of their visits. However, other members of staff were organised when regular care workers were on leave or sick.

We spoke with three relatives who told us they were happy with the care and their family member was well looked after. They told us that the staff understood the care needs of their family member. They said that they were contacted by the member of staff straight away if there were any concern regarding their family member.

The three people we spoke with told us that they felt safe with the care worker. People who used the service and their relatives said they felt their concerns about service were listened to and action was taken if necessary.
