During an assessment under our new approach

Date of assessment: 8 April 2025 and 10 April 2025. This assessment was carried out in response to information we had received about the service. An assessment has been undertaken of a specialist service that is used by autistic people or people with a learning disability. HIL Care (East Yorkshire) Limited is a domiciliary care service providing support to people living with a learning disability and/or autism. At the time of our assessment 3 people were receiving support with their personal care.

People were protected from abuse. Staff understood their roles clearly and knew what was expected of them. Risks to people were assessed and reviewed on a regular basis. Internal and external procedures were followed to protect people from harm. People were given their medicines safely and in a timely manner. This was recorded on their medicines administration record (MAR) and medicines were stored safely and securely. People received support from staff who were recruited safely and received appropriate training.

Staff were kind and caring towards people. Relatives told us the staff communicated well with them to support their family members’ needs. Staff had clear knowledge of people's diverse needs, and it was clear that trusting relationships had been formed. People were treated with respect, dignity, and were supported to maintain their independence. The provider and staff had a strong ethos of person-centered care and placed people's wellbeing at the heart of their work. Systems in place to monitor the quality of the service were not always fully completed or recorded. However, the provider was aware of this and working with staff to make the requiredimprovements.

We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

About the service

Hil Care (East Yorkshire) Limited is a small domiciliary care agency and provides care and support to people living in their own homes. Not everyone who used the service received personal care. The Care Quality Commission (CQC) only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do we also consider any wider social care provided. At the time of our inspection 2 people received the regulated activity 'personal care'.

People’s experience of using this service and what we found

People using the service and their relatives told us they felt safe. A relative told us, “I have no doubts they are safe.”

Staff were recruited safely and kept people safe from the risk of abuse and avoidable harm. Personalised risk assessments provided staff with enough information to support people safely.

People received their medicines as prescribed and staff followed good infection control practises.

Staff were well trained and well supported. They provided people with the right care based on a thorough assessment of their needs and preferences.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

Staff delivered kind and compassionate care and respected people’s individual choices.

The service benefitted from a registered manager who worked collaboratively with staff to deliver high quality care. The registered manager shared learning with staff and promoted a culture of continuous improvement.
