During a routine inspection

We spoke with seven people who use the service and their relatives. All the people we spoke with were positive about the service. One person told us, "I have nothing but praise for them" and another person said, "I'm so glad I've found someone so caring and attentive." People confirmed they had a care plan and that their needs were assessed appropriately.

Before people received any care or treatment they were asked for their consent and the provider acted in accordance with their wishes. We looked at a sample of files and saw that consent was obtained appropriately.

People's needs were assessed and care and treatment was planned and delivered in line with their individual care plan. When people were referred to the service their needs were assessed by a member of staff. One person who used the service told us, "we have a routine and it works well."

People who use the service were protected from the risk of abuse, because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening. The service had safeguarding and whistle-blowing policies in place. Care staff were required to report all concerns to their manager.

There were effective recruitment and selection processes in place. We looked at a sample of personnel files and saw that the provider followed their recruitment processes. The provider carried out appropriate checks before people started work.

There were effective systems in place to monitor the quality of the service. Audits and spot checks were carried out for quality control and regular reports were submitted to the board.

During a themed inspection looking at Domiciliary Care Services

We carried out a themed inspection looking at domiciliary care services. We asked people to tell us what it was like to receive services from this home care agency as part of a targeted inspection programme of domiciliary care agencies with particular regard to how people's dignity was upheld and how they can make choices about their care. The inspection team was led by a CQC inspector joined by an Expert by Experience who has personal experience of using services or caring for someone who uses this type of service.

We used telephone interviews and home visits to people who use the service and carers and to their carers (a relative or friends) to gain views about the service. We spoke to three people who use the service and visited one person who uses the service in their own home.

All the people we spoke to were satisfied with the quality of service and felt safe. All the people using the service, when asked, rated the care as 10+ out of 10.

One person told us, 'My regular carer is an angel. An absolute professional woman.' Another said, 'I have no complaints only praise. They are 100% better than the two agencies my mother had before.' This view was supported by others that we spoke with who told us that the agency was 'committed,' 'caring' and 'different.'

All the people who use the service felt treated respectfully, that their care was highly personalised and said they were always called by their preferred names. People told us they felt supported by the care workers and praised their competence and flexibility.

Everyone was aware of their care plan and the information it contained about them.

We looked at care, staff and other records at the office and spoke to two referring agencies. We spoke to two staff at the office and to two care workers over the phone. Care workers were satisfied the training and the support they received to do their jobs.
