During a routine inspection

We spoke with two people who received care from Home Instead Senior Care and four relatives. Everyone spoke very positively about the service they received. People we spoke with told us staff always sought their consent before delivering care and regularly discussed their support plans with them and sought their agreement for any changes. A relative we spoke with said '(X) care package is regularly reviewed and any changes are noted and discussed with (X) and us.' Another relative said 'Nothing is done without (X) consent and agreement.'

People told us their needs and requirements were being met. One person told us 'They definitely meet my needs...I have been very pleased with the service I have received.' Another person said 'They have adapted themselves to me beautifully.' A relative we spoke with told us 'Staff really go the extra mile, we are very happy with the service we receive for (X).'

We found people were cared for by staff who were supported to deliver care safely and to an appropriate standard. People told us staff were warm, caring and seemed well trained.

People were aware of the complaints system. This was provided in the service user guide, which people had in their homes. The people and relatives we spoke with did not express any concern about the care they had received.

During a routine inspection

We spoke with four people about their experience of the care provided by Home Instead Senior Care. They told us the service was responsive to their needs. When we spoke with one relative they told us care staff were careful to support the person receiving care to do as much as they could for themselves. People were very satisfied with the quality of care and support they received or saw. We were told liaison with the 'office' was good. One person told us care staff had always turned up, even last winter in a period of very heavy snow. Care plans included client activity logs which recorded any communication by or about the person. We also saw evidence of a process of regular review as well as records of quality assurance visits and spot checks. Care staff told us they had received training in safeguarding vulnerable adults. This had included the provisions of the Mental Capacity Act 2005. Safeguarding was included in staff induction training. This meant new care staff had the basic knowledge they needed to recognise abuse if they saw it and what they should do to report it. We spoke to a member of staff who had been recruited recently. They told us they had been required to provide references and confirmed they had undergone an enhanced level Criminal Records Bureau check. People told us spot checks had been undertaken and were recorded in care plan documentation. There were also quality assurance records kept of periodic reviews of care.

During a routine inspection

People who use the service and their family members told us that staff were very good at respecting their privacy and dignity. They told us they had been involved in discussions about their care and were always able to ask questions and were provided with thorough explanations in response. They said they had been provided with lots of information in relation to the service and their care. They told us they felt their independence was respected and encouraged by staff and that they were given choices in relation to their care.

People told us they had a series of meetings with staff before starting their care and this included an assessment of their needs and a review of their personal and medical histories. They said that staff were very aware of their needs and how to meet them and this was monitored regularly by the care manager.

People said they felt safe being cared for by Home Instead Senior Care staff who were respectful, friendly and patient. They said the possessions in their homes had never been interfered with by staff. They told us that staff appeared qualified and well trained in supporting them and were always able to do what they required of them. They felt that staff were well supervised by the care manager. They said that they were always able to contact the care manager who was very quick to respond to any suggestions and requests although at no point had they needed to raise any concerns about the service. People who use the service were aware of completing questionnaires asking for their views on the care provided, the service and the staff.

One person summarised his experience with Home Instead Senior Care by saying: 'I'm not sure how I would've coped without Home Instead. They have become like friends and I am very happy'. Another person said: 'I would have no hesitation in recommending Home Instead. [They are] very accommodating and show a 100% understanding of [people] which means an awful lot'.
