During a routine inspection

When we inspected Hertfordshire Enablement Service (West), they were providing care packages to approximately 90 people in their own homes.

We spoke with 17 people who used the service and the relatives of a further three people.

We found they were satisfied with the support they received. One person said, 'I can only praise it to the top, excellent service. They are your friend and advisor, not just your carer.'

We saw from records that people were involved in planning their care and making decisions about their support. Records confirmed that people were offered support which encouraged independence and ensured their individual needs were met.

We found that there were processes in place to gain consent for care and treatment from people who used the service. People told us that staff always asked before assisting with support.

We found that other professionals were involved in peoples support, including Social Workers, District Nurses and a Physiotherapist.

People told us that the staff were respectful in their approach. One person who used the service told us, 'They really are a great bunch, (they) turn up on time, always ask permission. I can't speak highly enough of them.'

We saw that staff had undergone effective recruitment checks before being employed.

We found evidence that the registered manager and the quality manager ensured regular monitoring of the service took place and acted upon feedback that was given to drive improvement.

During an inspection in response to concerns

We spoke by telephone with seven people who use the service, to find out their views about the support and care that they received. Everyone who we spoke with told us that they received the support that they had agreed, and that the care workers helped them to become more independent. One person said, 'They are all very pleasant and helpful.' Another person said, 'They are all lovely girls. They give me the confidence to be independent.'

Everyone who we spoke with said that they were confident that the care workers had the training and skills that they needed to support them to become more independent. One person said that that they were quite sure they the care workers had the right training.

All the people who we spoke with said that their views were always listened to and acted upon.
