During a routine inspection

People's needs were assessed and care and treatment was planned and delivered in line with their individual care plan. We looked at the care records of three people who used the service. Each person had an assessment of their needs and a care plan, including risk assessment.

The provider responded appropriately to any allegation of abuse. We found documentation that demonstrated that the provider had conducted investigations into possible abuse. We saw records which evidenced that they informed the local authority and the Care Quality Commission when required.

There were enough qualified, skilled and experienced staff to meet people's needs. The registered manager and the deputy manager told us that there were sufficient numbers of suitably skilled, qualified and experienced staff at all times. We looked at the training records for 10 members of staff and found that they had received appropriate training.

Care workers told us that they were supported in their role. Records demonstrated that care workers had recieved supervision. One care worker said "I can ask for help anytime I need it and I have had supervisions by my manager".

Records were kept securely and could be located promptly when needed. We spoke with three members of staff who all told us that people's care records were located safely in the office and told us that they could access the records when necessary

31 October and 6 November 2012

During a routine inspection

The registered manager told us that the home has been providing care and support to people since it opened in July 2012. We used a number of different methods to help us understand the experiences of people using the service, because the people using the service had complex needs which meant they were not able to tell us their experiences. We observed positive interaction between a member of staff and a person living in the home. The person being supported was able to express their views using hand gestures whilst being supported during lunch.

People who were interested in moving to the service undertook a pre-admission assessment. This tool was used to assess the suitability of a person to ensure that the service was appropriate in relation to meeting a person's needs. We saw records that reflected this and that the pre assessment information was used to help develop care plans and risk assessments. We found appropriate arrangement in place to manage medicines. Staff told us that medicines policies had recently been changed and were available on-line. Staff had been trained and systems were in place to make sure that staff had read the policies. This helped to ensure that people's medicines would be looked after safely. Staff received appropriate professional development. We looked at three staff training records and saw that each member of staff completed a comprehensive induction programme covering a variety of subjects.
