Safeguarding

The provider worked with people and healthcare partners to understand what being safe meant to them and the best way to achieve that. Staff concentrated on improving people’s lives while protecting their right to live in safety, free from bullying, harassment, abuse, discrimination, avoidable harm and neglect. The provider shared concerns quickly and appropriately.

People we spoke with told us they felt safe during the day and at night. Staff had received safeguarding training, and staff were able to tell us the steps they took to safeguard people. Night-time monitoring checks were taking place. The manager kept a log of safeguarding incidents to ensure all required actions had been completed. The provider had a safeguarding policy which staff had access to. There were opportunities to discuss safeguarding during team meetings and supervisions.

However, we observed one occasion where a staff member knocked on a person’s bedroom door before entering and turned on the light without explanation or asking for consent, which led to the person appearing afraid. When we asked staff why they did this, they told us, “They needed to see what they were doing to give the person their medication.” However, the staff member had not considered the impact this may have had on the person. We also asked one staff member about a person who had bruising on their head and arm; however, the staff member was not able to explain the bruising and how and when it happened. However, the nurse onsite was able to explain this later in the inspection, along with the actions taken to protect and support the person.

Safe and effective staffing

The provider made sure there were enough qualified, skilled and experienced staff, who received effective support, supervision and development. They worked together well to provide safe care that met people’s individual needs.

People told us they liked the staff and were treated well. They told us staff were busy but came when needed. We observed staff responding to people’s needs, for example, when call alarm bells were activated, staff responded immediately. On-call arrangements were in place at night for staff to make contact in the case of an emergency. Required pre-employment checks had been completed for staff before they started work. This included a check with the Disclosure and Barring Service (DBS). Staff had the appropriate checks for the right to work in the UK. Staff received a contract of employment, had clear job descriptions and completed an induction. There was evidence of staff training appropriate to the role and regular supervisions and team meetings were taking place.

However, some staff told us there was not enough staff on duty when there was annual leave, and this had impacted on providing support to people. Rotas reviewed during the inspection showed staffing was in line with the provider’s dependency tool and cover had been provided during annual leave. We found one staff member did not know a person's diagnosis or conditions and told us the nurse would be able to answer this. One staff member was not familiar with pressure mattress pumps and the action to take when the alarm sounded so instead waited for the nurse to assist.
