During a routine inspection

We spoke with eight people who received a service from Bluebird Care, Wigan as well as two family members. The people we spoke with were mostly satisfied with the service they received. The comments we heard included "The service is fine. The care staff are very pleasant'; "Most of the time the service is fine but some staff are not as good as others' and 'The staff are able to manage my relative in a way that I can't. They are a big help to me and I couldn't manage without them.'

We found that people generally received the care that had been agreed and records contained sufficient information to demonstrate that people were supported in a way that was suitable for them. We received some negative comments but these were in the minority. The negative comments related to some staff being inexperienced in this type of work and unexpected changes to visiting times.

We found that the service had effective systems in place for obtaining consent, controlling the spread of infection, quality monitoring and responding to complaints.

During a routine inspection

We found that people received the care and support that had been planned and agreed. We spoke with three people who used the service and they told us that most staff were kind and caring and supported them well. One person said "They are very good with my relative and they treat her with respect.' Another person named their carer and told us 'She is fantastic and she brightens my day when she arrives in the morning.'

We spoke with four members of staff who told us that they liked working for the service and they felt well supported in their roles. Staff told us that they received appropriate training for their roles and we found that training was recorded on the computer within a database. The staff we spoke with did not express any concerns about the agency.

We found that the provider had effective systems in place to monitor and improve the quality of the service that was provided.
