During an inspection looking at part of the service

During our last inspection, we identified that the agency's recruitment procedures were not robust as references and criminal records checks were not routinely sought. The provider submitted an action plan to address their procedures.

At this inspection, we found that the provider had made improvements. References from previous employers and criminal records checks that were not available at the last inspection had been sought. The agency had systems in place to ensure that recruited staff were of good character.

During a routine inspection

There was one person using the service at the time of our inspection and we spoke with their relative and care workers. Comments praising the care provided included "the care workers make such a difference to their life". Further comments were in relation to progress the person had made, for example "they've worked hard to help (the person) move forward."

We found that arrangements for obtaining consent were in place. Care plans contained detailed information and were updated to reflect changes in people's needs. The service had systems in place to ensure cooperation with other health and social care professionals. The provider had an effective complaints policy. However, procedures for obtaining appropriate criminal records checks and references were not robust, which meant that the provider was not routinely ensuring that staff employed were of good character prior to commencing their roles.

During a routine inspection

The person using the service told us they were happy with the care staff. They told us "I do like them." Care plans contained information that reflected changes in this person's needs.

Staff demonstrated the knowledge and skills needed to protect people from abuse. Staff received appropriate training and support to enable them to deliver the care to people that they needed. The manager regularly monitored the quality of care provided.
