During an inspection looking at part of the service
We checked to see if improvements had been made following our warning notices issued in January 2013 after our inspection in December 2012. The warning notices addressed our concerns about infection control and quality assurance. We checked that action had been taken and systems were in place for when the service recommenced.
We found insufficient action had taken place to ensure that risks in respect of infection control had been carried out. Some changes had been made to the environment by ensuring that hand washing facilities were in place, some soft furnishings had been removed and some cleaning equipment had been provided. Some policies were in place but not for all procedures. There was a lack of risk management, of cleaning schedules and plans to monitor them and ensure that risk of cross infection were minimised. The provider's arrangements for monitoring the quality and risks within the service were not comprehensive and therefore they had not put systems in place which ensured that required standards would be met when clinics were held.
