During an inspection looking at part of the service

We carried out this inspection in order to check whether the provider was now meeting the regulations they had previously found to be failing to meet. During this visit to the company offices we spoke with the provider and the registered manager. The provider and registered manager were unable to tell us what steps they had taken in order to improve the areas of the service which we had found to be failing during our previous inspection.

We found that no policies or procedures had been drawn up by the agency to address the concerns we had with the regulations during our last visit. The provider informed us that no efforts had been made to address the issues identified in the warning notices we had issued to the service and was unable to demonstrate an understanding of what these requirements had been. The registered manager of the service told us that he was not active in the company and was there to give ocassional advice to the provider who was running the agency on a day to day basis.

At the time of this inspection there were no people using the service.

During a routine inspection

We inspected this service following its registration with CQC in September 2011. At the time of our visit we were told that the service had been operating since September 2012, providing personal care to one person who was using the service. We were told that the agency employed one member of staff to service this contract.

We spoke with the relative of the person using the service, as the person themselves was unable to speak with us. The relative we spoke with told us that they were satisfied with the care being received. They said: "He is happy with the carer. He (the carer) is a respectful person." The relative told us that there was no care plan or care records of any kind kept at their home.

We were advised by the provider that there was one staff member who provided care for the person using the service. We talked to the staff member. They were not able to evidence to us how they were being supported, trained or developed as an employee. They told us that they had no induction into the service, had received no training, and that they had not had the necessary employment checks carried out. There was no record of any supervisions being carried out with the member of staff.

We reviewed the records held by the agency relating to the person they delivered personal care to. These were not adequate and did not provide evidence that the agency was planning care to ensure the welfare and safety of the person using the service.
