Bournemouth Rainbow Ltd is a domiciliary care service providing a regulated activity of personal care. The service was providing care and support to people in their own homes. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of the inspection the service was supporting 8 people who were receiving personal care.
We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
We found the provider did not always work in line with ‘Right support, right care, right culture’. We found compliance with the mandatory training requirement on learning disability and autism was not met.
This inspection was prompted by concerns we received about governance systems and safety of care provision. We found 3 breaches of regulation in relation to safe care and treatment, safeguarding, and good governance. We have asked the provider for an action plan in response to safeguarding concerns found at this inspection.
People did not always receive safe care. Risks to people's care were not always managed well and were not always properly identified or acted upon. The provider did not always have governance checks in place. The available audits were not always used effectively to identify the shortfalls found during this inspection. Staff did not always have the training required to do their job. This placed people at risk of avoidable harm.
Staff treated people with kindness, empathy and compassion. We observed staff worked in line with infection prevention and control practices. People’s consent was sought as required.
