As part of this inspection we visited people in their homes and also spoke with people on the phone. Most people told us that the care staff were very good, they felt safe and were well looked after. However they told us that at times calls were late and they had many different carers. Some people told us they did not know from one day to the next who was turning up to deliver their care. People told us that all care staff treated them with respect, listened to them and gave them choices. One person told us. 'The staff that support me are very good if I have any issues I call the office and it is dealt with.'
People were not always protected against the risks associated with the unsafe use and management of medicines. Appropriate arrangements for the recording, safe keeping and safe administration of medicines were not being followed.
We found that the agency was short staffed and struggling to recruit in a timely way. The manager told us they had temporarily suspended any new work in the affected areas to ensure there were enough staff to meet people's needs.
We were told there was an effective system to regularly assess and monitor the quality of service that people received. However we found this had not always being followed. This could put people at risk of potential harm.
