Our view of the service

Date of the assessment 25, 26 November and the 3 December 2025. Glebe Villa is a residential care home providing accommodation and personal care for up to 7 people with a learning disability. At the time of this inspection there were 7 people in residence.

This was a responsive assessment to review 3 breaches of the legal regulations in relation to staff recruitment, staff training and good governance, identified in our previous assessment in November 2022. We assessed 34 quality statements in the safe, effective, caring, response and well led key questions.

At our last assessment we rated this service as requires improvement. At this assessment the rating has changed to good. The service had now improved, and robust systems were now in place to ensure staff were recruited safely and the staff team received ongoing training. Governance arrangements were now robust and driving improvement at the service.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We found people received care and support in accordance with the principles of this guidance.

There were enough staff to meet people’s needs. The provider carried out checks on staff to ensure they were suitable to work at Glebe Villa. Improvements had been made to ensure staff received appropriate training enabling them to support people in a person-centred way.

The environment was clean and well-maintained. Improvements had made to the environment affording people more communal space. The office had been moved to a garden room, which meant professionals and relatives had a space to meet with the registered manager in privacy.

People were assessed before they were supported to move to Glebe Villa. From these assessments it was noted that two people had a clear diagnosis of mental health and were supported by local mental health services. Whilst it was evident they were meeting the needs of the people and staff had received training in mental health, the service did not have the service user band mental health. We have recommended the service adds this to their registration.

People were treated with kindness and compassion. Systems were in place to protect people from risk of abuse. People were involved in their care, care plans were person centred and reflected their needs, personal history and their wishes and aspirations. Risk assessments were in place to ensure people received safe care. People’s independence was encouraged and staff responded to people’s needs in a timely manner. Staff promoted choices and involved people in making decisions about what they wanted.

Leaders were visible, knowledgeable, and supportive. They helped staff develop through continual learning, helping them develop in their roles. Staff were confident to give feedback and were treated equally, free from bullying or harassment.

People's experience of this service

We spent time with the 7 people who lived at Glebe Villa. We spoke with 3 relatives about the care and support and their views on the service. Most people were happy with the care and support they were receiving. One person expressed a wish to move to a more independent setting. From our conversations it was evident the person was supported to meet with health and social care professionals on a regular basis. Their relative echoed similar concerns.

People told us they felt safe and liked living in Glebe Villa. Comments included, “I am alright, I like it here, I live with my friend”. People told us about the activities they regularly took part in and how they were regularly supported to go and out and about in the local community.

One person told us they did not like to go out, and this was respected. They told us staff regularly went shopping for them to buy the things they needed.

People told us about the activities that were arranged in the home including building on skills such as writing and maths. There were also film nights, and Saturday nights was always a takeaway evening where they could choose to eat what they wanted from local eateries. People told us about their holidays and the plans for Christmas. People were looking forward to the annual Christmas party that was organised for all the homes operated by the provider. People appeared relaxed in their home and the staff that supported them.

Relatives were positive about the care and support that their loved ones received. Comments included, “(name of person) is settled and likes living at Glebe”, “The staff are caring and attentive to people, there is a consistent team with little turnover”, and “The manager is approachable and listens, we have regular contact and whenever I visit I can spend time with the manager”.
