Date of assessment: 8 January 2026 and ended on 26 January 2026.

Capital Staffing Services Ltd is a homecare agency which provides personal care and nursing care to people with long-term complex health conditions in their own homes. At the time of this assessment 17 people were receiving care and treatment.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. Despite issues with governance and records we found the provider was meeting the principles of ‘Right support, right care, right culture.’

The last rating for this service was good (published 7 November 2017). At this assessment we assessed all 33 quality statements. The overall rating for the service is “requires improvement”. We found 1 breach of regulation in relation to good governance.

We found significant issues related to care planning, medicines administration records, record‑keeping, and auditing systems and processes. The provider was not always able to demonstrate they were meeting their legal requirements in relation to maintaining up to date records of all people’s care. Checks and audits did not provide adequate assurance about the quality, completeness or accuracy of care documentation.

Despite the issues we found, we received positive feedback from people, relatives, staff and external partners. There was strong evidence of high-quality interpersonal care, good multidisciplinary working and a positive, caring culture. The management team were receptive to our feedback, and they demonstrated a clear commitment to improvement.

We have asked the provider for an action plan in response to the concerns found at this assessment.

People's experience of the service

During this assessment, we received feedback from 11 people and/or relatives of people receiving care. People were positive about the quality of day-to-day care and the leadership of the service. They described staff as kind, respectful and responsive to their needs.

Most people told us they felt safe, listened to and fully involved in decisions about care. They said communication with staff and senior leaders was effective, with issues addressed quickly and constructively. People told us staff worked collaboratively with them and with external clinicians. One relative aid, “We all work together as a team… everything gets sorted as it arises.” Another stated, “I feel totally confident the care is safe… they are a really good nursing team.”

Several people said they “could not fault the staff,” emphasising their compassion, patience and ability to recognise subtle cues when people were in discomfort or becoming unwell. People valued the continuity of the staff team who knew them and their family member well and could provide reassurance and emotional stability.

Most people described staff as reliable, arriving on time and providing consistent care where needed. They told us staff managed people’s complex health needs and worked closely with hospital teams during admissions and discharges. Several people and relatives reported that senior leaders were approachable, easy to contact and responsive.

Despite mainly positive feedback, a small number of relatives raised concerns about staff timekeeping, and performance, although these incidents were isolated. The provider had begun taking steps to address these, including the introduction of electronic logging of staff shift start and finish times to strengthen oversight.

Overall, people’s experience of the service was very positive. Their feedback contrasted with the governance issues we identified where we identified areas requiring improvement.
