During a routine inspection

People using the service told us "the carers ask my permission before doing anything", "they are polite" and "they ask me what I need". Staff were aware of asking for verbal consent before carrying out any personal care for people using the service. One care worker told us "I will ask them before doing any task for them". Care plans were updated every year and involved the person using the service. If people lacked capacity to agree to their care plans, family members of advocates were involved.

We looked at eight care plans for people using the service. We saw evidence in people's records that showed people had been asked for and given their consent to the care and support they received. In addition to care plan reviews, the provider carried out quarterly monitoring checks on the care that people using the service received.

Care plan had detailed information about each person and how best staff could support them. We also saw on that individual risk assessments had been carried out in relation to the premises, service user needs and tasks which detailed known risks to people's welfare and safety. There was guidance for staff as to how these would be managed.

We spoke with some staff that had recently begun employment with Care Outlook (Battersea) who described the recruitment process to us. We looked at four staff files, each file contained identity, reference and Disclosure Barring Service (DBS) checks.

During a routine inspection

People using the service that we spoke with said they were happy with the service they had received. One person told us they had "very nice carers". Another person told us the carers were "friendly, helpful and always on time". We also spoke with relatives of people using the service, who were satisfied with the care that was provided.

We looked at care plans, these contained appropriate risk assessments and reviews. A daily record sheet was completed by the carers whenever they visited the home of a person using the service. One person told us the carers "fill out the daily record book".

Staff completed a comprehensive induction programme and were supported in ongoing training needs. One carer told us "I have a good manager and co-ordinator". Another person said "i received all my training certificates".

The provider employs a quality officer who carries out regular quality assurance checks to monitor the level of service that is being provided.
