During a routine inspection

We spoke with two people who use the service provided by Saffron Care. They told us that 'the carers have got to know my ways and know how I like things done'. They also told us that 'the carers are very friendly; they talk with me all through the visit'. We found that staff actively listen to and involve people in decision making about their care and support.

We saw two case files that had care plans and risk assessments dated November 2011 which were comprehensive but had not been reviewed. We found that there was not a system for regularly reviewing and updating care plans and risk assessments according to people's changing needs.

People told us that they felt safe when using the services of Saffron Care. We found that people who use the service were protected from the risk of abuse, because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening.

We found that staff did not always receive the appropriate training, professional development, supervision and appraisal to enable them to deliver care and support safely.

We found that there were not good systems for assessing and monitoring the quality of service provision which protect people using the service against the risks of inappropriate or unsafe care, treatment and support.
