During an inspection in response to concerns
We spoke with people who used services. People were generally pleased with the care that they received. We were told that 'the care is good' and 'excellent'.
People did tell us that carers were sometimes late. We were also told by one person that they found that some of the time between their visits was too short.
We found that people did not always receive their care at the times agreed. We were also told by people that they had just been asked if they wanted a morning, afternoon or evening visit.
We found that the provider did not have systems to gain people's consent to treatment. We found that people's initial assessments were not always recorded and that risk assessments were not thorough.
There was not a proper system to record when people had been given medicines. We also found that the arrangements in place to safeguard people were inadequate.
We found that the provider did not have effective recruitment processes and that staff had not completed all of their mandatory training to ensure that they could deliver care safely. Staff did not receive regular supervision. The provider had not analysed what level of staffing was required.
The provider had failed to inform us that they were absent from running the agency on two occasions this year.
