During a routine inspection

Before people received any care or treatment they were asked for their consent and the provider acted in accordance with their wishes. One person told us: 'They [staff] help me choose my clothes and to get ready'..I have a choice, I like a bath.'

People were cared for by staff who were supported to deliver care and treatment safely and to an appropriate standard.

During a check to make sure that the improvements required had been made

When we inspected the service on the 15 January 2013 we identified a number of issues relating to the records in place at Bethany House. Whilst there was no evidence to suggest that these issues had negatively impacted upon people, there was a risk that the lack of completed information within the support plans and the lack of review of people's financial needs assessments could result in people not receiving appropriate care and treatment.

Following the inspection the service submitted an action plan, a report and a range of information to evidence that the compliance action had been completed.

We found that people were protected from the risks of unsafe or inappropriate care and treatment because accurate and appropriate records were maintained. We found the service was compliant with this outcome area.

In this report the name of a registered manager appears who were not in post and not managing the regulatory activities at this location at the time of the inspection. Their name appears because they were still a Registered Manager on our register at the time.

During a routine inspection

We spoke with three people who told us that they were treated with respect and they were happy with the quality of support they had received. Their comments included: "All the staff knock on the door." "It's fine living here." "They never walk in they'd always ask me first."

We observed staff interactions with people and we saw that all staff treated people with respect and had professional, positive relationships with them.

All the people we spoke with told us that they felt "safe" and if they had any concerns they would speak to a member of staff. One person commented: "Must always tell staff, must tell." Staff were clear about what their roles and responsibilities were and what action they would take if they saw or suspected any abuse.

We found that people who used the service benefited from sufficient staff to meet their needs but we saw that there wasn't a scheduled staff handover in place.

We identified issues relating to some care records at Bethany House. We found people were not protected from the risks of unsafe or inappropriate care because accurate and appropriate records were not maintained. The service was non compliant with this outcome area.
