Well-led
We looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment, we rated this key question as good. At this assessment, the rating remains the same.

The service had a shared vision, strategy and culture. This was based on transparency, equity, equality, human rights, diversity, inclusion and engagement. Staff and leaders understood the challenges and the needs of people and their communities.
Staff from all roles had contributed to the development of the service’s vision and strategy, this had been in place for some time and was scheduled to be reviewed as there had been changes to the staff team. Staff spoke of a shared vision to provide a high quality, patient centred service that was responsive to people’s needs. Staff described good teamwork and a service that was clear on its function to work in the interests of patients and provide the best patient experience they could.
The service was aware of local challenges which affected their service, such as the retention of non-clinical staff and they demonstrated how they were addressing this. They demonstrated a positive and compassionate listening culture that focused on learning and development.

Governance, management and sustainability
The systems and processes in place did not consistently promote effective governance.
The provider had established governance processes in relation to the quality statements we reviewed during this assessment, which were overall appropriate for their service. However, the system to monitor staff and premises records to ensure they contained the required information and that premises checks were carried out in a timely way needed improvement. The provider had identified that additional support was needed to support with oversight of the service.
All staff we spoke with were clear on their individual roles and responsibilities. Leaders proactively supported staff and regularly met with them to complete appraisals and performance reviews. Staff could access all required policies and procedures. Regular meetings were held for clinical and non-clinical staff. Members of the team told us that communication was effective, and they felt included in decisions about the service.
Staff took confidentiality and information security seriously, which included verifying people’s identity during remote consultations. Leaders had a process to submit data and notifications to external agencies as required.
