Date of the assessment was 26 May 2026.

Waterloo Court was registered in February 2026 and is registered to provide the regulated activity of diagnostic and screening. Waterloo Court is a phlebotomy service provided from this location as well as from people’s home/work addresses within 20 miles radius. The registered person is only member of staff providing the phlebotomy service.

This was the first assessment of this service since registration. We assessed all quality statements from the safe, effective, responsive, caring and well-led key questions. We found no breaches in regulations.

We rated the service as good. The registered person had the skills, qualifications and experience to deliver safe care and treatment. They worked collaboratively with other healthcare providers to ensure people received coordinated and streamlined care. Feedback from people using the service was actively sought and used to inform improvements. The registered person demonstrated a commitment to learning, with insights from feedback and experience applied to enhance service delivery and improve practice.

Safe:

The registered person demonstrated a positive learning culture, where people felt confident to raise concerns and provide feedback. Incidents and complaints were recorded, investigated and used as opportunities for learning and improvement. The registered person showed a clear understanding of safeguarding processes and responsibilities, which contributed to keeping people safe. They had the skills, qualifications and experience to deliver safe care and treatment, and applied these effectively in the day-to-day running of the service.

Effective:

People using the service were involved in the assessment of their needs, supporting a personalised approach to care and treatment. The registered person ensured people were provided with clear information enabling them to give consent. Care and treatment were delivered in line with current guidance and standards, ensuring safe and effective practice.

Caring:

People using the service were treated with dignity, kindness and respect. Their individual preferences were recognised and supported, ensuring a person-centred approach to care delivery. The registered person supported effective communication and helped people feel listened to and valued.

Responsive:

People were actively involved in decisions about their care and treatment. The service provided clear and accessible information to support people’s understanding and enable informed choices. People were encouraged to share feedback about their experiences. They knew how to raise concerns and felt confident that these would be listened to and taken seriously, supporting a responsive and person-centred approach to care delivery.

Well-led:

The registered person promoted a positive, learning-focused culture within the service. People were encouraged to share their views and experiences, and their feedback was used to inform service development and drive continuous improvement. The service was delivered in a flexible manner, including the provision of home visits, to meet people’s individual needs and preferences. This supported a responsive and person-centred approach to care. The registered person demonstrated a clear commitment to ongoing learning and innovation, seeking opportunities to develop and enhance the quality of care provided.

We assessed diagnostic and screening at Waterloo Court on the 26 May 2026.

We carried out this assessment as this is a newly registered service. We assessed 33 quality statements for the 5 key questions: safe, effective, responsive, caring and well-led. During the assessment, we spoke with provider. We reviewed records, policies, and other documentation relevant to the service. 

Waterloo Court provides phlebotomy services. At this assessment the rating is good.
