During a routine inspection
People who were using the service were treated with respect and had their dignity maintained. People were involved in discussions about their care needs and how best to meet them. Staff were described as "absolutely fantastic" and "very considerate and thoughtful".
People received good care from their regular carers. There were some administrative failures with the care planning process. This did not appear to impact on the care provided.
People who used the service were protected from abuse or exploitation. Staff who worked for the agency were appropriately vetted to minimise the risk of unsuitable staff being appointed.
The quality monitoring and assurance systems were not effective in ensuring that the people who used the service were protected from the risks of inappropriate or unsafe care
