Governance, management and sustainability
The provider did not always have clear responsibilities, roles, systems of accountability or good governance. They did not always act on the best information about risk, performance and outcomes, or share this securely with others when appropriate.
Governance systems were in place, but some key checks were not completed as often as required. Medicines audits and care plan audits were not monitored in line with policy. No harm was identified as a result, but the lack of regular oversight meant some information about people was not kept up to date.
The provider was delivering care to people in Lincolnshire and Southampton, and both were being managed from the Lincolnshire office. We found the provider did not have clear management or governance arrangements in place to oversee the Southampton service safely. Lines of accountability were unclear, and senior leaders were not consistently able to support staff at the Southampton branch. The provider told us theywould submit a new registration application for the Southampton service to help ensure more effective management. After our visit we received confirming that a new location and manager registration for Southampton had been submitted to CQC.
Workforce systems, including rotas, training records, recruitment checks and performance management processes, were in place and up to date. Supervisions and team meetings had taken place, showing ongoing managerial oversight. Communication with staff and people who use the service was generally positive. One person told us, “There hasn’t been a need really, though they are good at getting back.” Staff had access to up-to-date information through the electronic care recording system, which they could review in real time.
