During an inspection looking at part of the service

At our last inspection which was carried out on 28th March 2013 we identified areas where the provider was not meeting the essential standards of quality and safety. The provider sent us an action plan to tell us how they would become compliant with the regulations. We carried out this inspection to review improvements.

People said they had no concerns with privacy in the open plan surgery. The parents were happy to be sharing the surgery and told us “there is never any personal information exchanged”, “it is a good thing, I learn from the other discussions”. One parent told us “I know there’s another room if I want to talk in private”.

People were involved in the care and treatment they received. They were given information about the hours involved in wearing appliances to align the teeth, the commitment involved from the participant and advice on eating and drinking during the treatment phase.

We found people’s records included detailed information about their treatment plans and they were securely locked away and not accessible to anyone who was not authorised access.

During a routine inspection

The patients and their parents told us they found the orthodontists informative, and the premises clean and comfortable.

We found that the provider did not follow recommended guidelines and did not have adequate systems in place to meet the essential standards of safety and quality.

Patient’s views were not sought or taken into account in the way the service was provided and their right to privacy and confidentiality was not always maintained. Patients were not protected against the risks of foreseeable emergencies and no emergency equipment or drugs were available in the service.

The provider had not implemented systems to ensure the prevention and control of the risk of infection was managed in accordance with guidance. Reusable instruments were not decontaminated and stored appropriately.

Systems were not in place to support staff to deliver care and treatment safely and to an appropriate standard. Patient records were not stored securely and staff records were not maintained and accurate.
