During an inspection looking at part of the service

We undertook this inspection to follow up on a compliance action set at the previous inspection completed on 1 November 2013. The compliance action was set because although the provider had systems for reviewing and monitoring the quality of service provided to people, the systems had not always been implemented effectively. This meant people could have been at risk of unsafe or inappropriate care.

We asked the provider to submit a plan detailing the action they would take to ensure compliance with this standard and the date by which they would be compliant. The provider wrote to us and told us in their plan they would be compliant with this standard by 31st January 2014.

We completed this announced inspection on 9 April 2014. At this inspection we spoke with the manager who showed us the processes and systems they had put in place to address the shortfalls we had previously found.

We saw that the provider had effectively implemented systems for reviewing and monitoring the quality of service provided to people.

We also found the provider assessed and managed risks to the health, safety and welfare of people who used the service and others.

During a routine inspection

We spoke with five people about their experiences of the service. All were complimentary about the service they and their families received.

With one person's permission we observed a consultation. We also looked at dental records and other records kept by the provider.

People were given appropriate information and support regarding their care and told us they understood the choices available to them. We saw the dentist explain treatment options to them.

People experienced care and treatment that met their needs. Treatment was planned and delivered in line with individual treatment plans, with attention to people's safety and welfare.

There were arrangements in place to deal with medical emergencies. People told us that their families had had no difficulty getting emergency appointments.

The provider had taken reasonable steps to identify the possibility of abuse and prevent it from happening.

People were protected from the risk of infection. They were cared for in a clean environment.

The provider had some systems for reviewing and monitoring the quality of service provided to people, but these had not always been implemented effectively to ensure that people were not at risk of unsafe or inappropriate care.
