Condition of this registration relating to carrying out this regulated activity
The registered person must not provide personal care to any new service user without the prior written agreement of the Care Quality Commission. This includes any respite, emergency or temporary packages of care for service users, any re-reinstatements of previous service users, or where service users require personal care from the location following admission to hospital.
The registered person must by 17 December 2025 carry out and document a review of the governance, quality assurance and monitoring systems for recruitment and training covering the following areas:
a. To ensure Staff Members 7, 10 and 11 and all other staff have the recruitment documentation set out in the legal regulation.
b. To ensure all staff have received mandatory training in line with the registered person's policy to ensure they are able to meet service user's assessed needs, including delegated tasks in line with the Leicester, Leicestershire and Rutland Framework for Integrated Personalised Care.
c. The review to be carried out by the registered person.
d. To ensure systems and procedures to assess and monitor training and recruitment are effective in identifying anomalies and to ensure these are rectified in a timely manner. The registered person must review this position every 28 days to ensure that the systems in place are being used effectively.
The registered person must develop an action plan and update in relation to condition 2. This must include any actions taken, improvements and any proposed action in regards of the above condition. This must be sent to the CQC by 17 December 2025.
