The service was well led, with an open and inclusive culture. Leaders were visible, approachable and had a good understanding of service performance, risks and challenges. Governance systems were effective and supported oversight of quality, safety and performance. Staff felt supported, valued and able to raise concerns without fear. Learning and improvement were embedded, with information from incidents, audits and feedback used to drive change. The service worked in partnership with external organisations to support safe and coordinated care and demonstrated a commitment to sustainability and continuous development.
