We looked for evidence that there was a shared direction and culture and staff had the freedom to speak up. We checked that the service had capable and compassionate leaders and appropriate governance systems. We checked the service valued equality in the workforce and strived for continuous learning and development. We checked the service worked with healthcare partners and communities.

At our last inspection we rated this key question as good. At this inspection the rating has remained good. This meant that staff had the freedom to speak up and there was a shared direction and culture. The service had appropriate governance systems and capable and compassionate leaders. The service worked with healthcare partners and communities. The service strived for continuous learning and development and valued equality in the workforce.

We scored the service as 3. The evidence showed a good standard. The service had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities.

Staff in the outpatients department knew and understood the provider’s vision and values and how they were applied in the work of their team. They were focused on meeting the needs of patients receiving care and staff worked within an open and supportive culture. Staff told us there was an open culture where people, their families and carers, as well as staff, could raise concerns without fear. Staff we spoke with said they felt respected, supported and valued.

The service had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty.

Leaders in the outpatients department had the skills, knowledge and experience to perform their roles. They had a good understanding of the services they managed. They could explain clearly how the teams were working to provide high quality care. They were visible in the service and approachable for patients and staff.

There was a clear framework for how the outpatients department fit into the governance of the service overall. Leaders in the outpatients department used accurate information to support safe and effective care. Leaders shared key information with staff through regular departmental meetings and daily huddles.

Staff in the outpatients department were clear about their roles and accountabilities, and leaders supported effective governance and oversight. Staff we spoke with understood their responsibilities and role expectations.
