During a routine inspection

People told us they were happy with the service they received from Blyth - Momentum Care and their care needs were met. One person said, "The service is brilliant and I wish we had used them a long time ago." Another person told us, "It's a very good service. They come and do shopping, cleaning and preparing meals. They check that I am happy with things." A relative of a person in receipt of care commented, "They do their job properly."

People told us their consent was obtained before care was delivered and staff acted in accordance with their wishes. Where people's capacity to consent was in question, we found the provider acted in accordance with legal requirements.

We saw that people's care needs were assessed and their care and treatment was planned and delivered in line with their individual care plans.

We looked at how the provider managed infection control and found that staff were aware of their responsibilities and followed appropriate guidance issued to them.

We found the provider had a structured staff selection and recruitment policy in place which helped to ensure staff were suitably skilled, experienced and qualified to deliver care safely.

There was a structured complaints policy and procedure in place and people said they would happily complain to staff or the manager if necessary. One person said, "They act on things immediately."

During an inspection looking at part of the service

We carried out this inspection to check whether this service had addressed previous shortfalls in the management of risks associated with care delivery and ongoing reviews of people's needs. These issues had been identified during our last inspection at the service on 15 and 16 November 2012. At this inspection we found that care and support was planned and delivered in a way that was intended to ensure people's safety and welfare.

We saw that risk assessments were now in place in people's care records for staff to refer to when delivering care and care records had been reviewed since our last visit. People told us they were very happy with the care and support they received. One person said, "I couldn't do without their care. They look after me very well. The carers are great." Another person said, "I have no complaints, they have been fantastic with me."

We found the provider had taken action since our last inspection to ensure that people received care and support safely and their care needs had been reviewed.

During a routine inspection

Most people told us they were happy with the care and support they received. One person said, "I am happy with my care." Another person said, "The staff are good, they treat me well I have no complaints about them or their practices." One person's relative said, "The care is very good." However, two people made comments that indicated they were not content with the service they received. One of these people told us, "They won't take me out anymore and I am not happy about that." The second person said, "I don't think they understand my needs, they don't ask me."

We found that most people were involved in the planning of their care and they said their privacy and dignity was respected.

People said they felt safe when in receipt of care and we found that staff were aware of their responsibilities in relation to protecting people from harm or abuse.

Staff were appropriately trained and the service had adequate systems in place to monitor the quality of the service that it provided.

However, although some people who received care and support from this service told us they were happy, we found that failures to plan care correctly and to assess risks, may put people at risk of receiving inappropriate care or treatment.
