During a routine inspection

Event Paramedic Services provided medical cover for outdoor events including equine sporting events and music festivals. The service employed 4 permanent staff and 12 members of staff who were paramedics, advanced medical practitioners, emergency care assistants, and nurses on zero hours contracts. The service had 10 vehicles including emergency ambulances and a mobile medical unit. Based in Taunton, Somerset, the provider offered a service for events across England.

This is the first time we rated this service. We rated it as good because:

  • The service had enough staff to care for patients and keep them safe. Staff had training in key skills, understood how to protect patients from abuse, and managed safety well. The service controlled infection risk well. Staff assessed risks to patients, acted on them and kept good care records. The service managed safety incidents well and learned lessons from them.
  • Staff provided good care and treatment, and gave patients pain relief when they needed it. Staff worked well together for the benefit of patients and supported them to make decisions about their care.
  • Staff treated patients with compassion and kindness, respected their privacy and dignity, took account of their individual needs, and helped them understand their conditions. They helped to provide emotional support to patients, families and carers.
  • The service planned care to meet the needs of local people, took account of patients’ individual needs, and made it easy for people to give feedback. People could access the service when they needed it and did not have to wait too long for treatment.
  • Staff understood the service’s vision and values, and how to apply them in their work. Staff felt respected, supported and valued. They were focused on the needs of patients receiving care. Staff were clear about their roles and accountabilities. All staff were committed to improving services continually.

However:

  • The service had not embedded all safer recruitment practices.

During an inspection looking at part of the service

Event Paramedic operates for eight months of the year providing first aid cover for sporting and musical outdoor events. They provide patient transport services from events to hospital for patients who require further treatment and on an ad hoc basis for an NHS trust.

During the inspection we visited the provider and spoke with one member of the staff team. We also viewed the vehicle used for the patients transport service. We were unable to speak to patients who had used the service. This was because the provider provided 'one off' patient transfers and patients were not available.

We saw the provider had an effective system in place to identify, assess and manage risks to the health, safety and welfare of people who used the service and others.

The vehicle was fit for purpose, systems were in place to ensure that it was maintained and appropriately equipped.

We found at our last inspection in March 2013 Event Paramedic was non compliant in two outcomes areas. These related to staff recruitment and staff training. At this inspection we found the areas of non compliance had been addressed by the provider and the service was judged compliant.

During a routine inspection

We were unable to speak to people who had used the service. This was because the provider only operates for eight months of the year and this mainly consisted of 'event' work providing first aid cover.

However, we looked at completed surveys to enable us to make a judgement on the service that was being provided. Comments included 'helpful and friendly staff', 'X provided a high level of care' and 'the staff were friendly and reassuring'.

We looked at the three vehicles during our visit. Systems were in place to ensure they were suitable for the work they were delivering.

We met with the provider and spoke to a member of staff via the telephone. The member of staff told us that the company was well organised and they had confidence in the skills of the other staff.

People could not be confident that systems were in place to ensure a robust recruitment process had been completed. Whilst staff had attended training this had not been completed with Event Paramedic Services.
